It looks like there are two different manuals. A 2006 or a 2008. The 2006 is available but the 2008 is a bad file at Dorel, Oh Well! Try the 2006 manual.
You can do it easily by using the link below and putting in your model number and date of manufacture. It will pull up a manual and you can save it to your computer for future reference.
Here are links to the 2006 and to the lookup site at the bottom. Good luck. 2006 Model Manual Link
Yes, this car seat is a booster seat rather then a harnessed car seat.
The requirements are 30-100lbs and 34" to 57".
It's generally recommended that boosters are not used until 5-6 years old when the child is able to sit in proper position in the car on both long and short trips after they have outgrown their harnessed seat.
Most car seats of this design all work the same, and nearly any manual would allow you to get the straps back in the correct place. That being said, (all) the seat manufacturers want you to be as safe as possible and they're extremely helpful. I've included a link for Cosco's Contact Us webpage. Please contact them and they'll gladly provide you with the info that you need: http://www.coscojuvenile.com/usa/eng/Contact-Us

Don't forget to give me the appropriate thumbs up, if this has been helpful. Thanks, and good luck!
PS I just took my car seat apart to wash the cloth material and found the easiest way to reassemble it was to remove the base during install of the straps and then replace the base.
turn the seat so you are looking at the bottom, insert the strap- one end on each side- turn the seat in an upright possition facing you, put the buckle pieces on appropriate side, attatch the center piece- at the chest- insert the strap into the appropriate slot- the adjustments- now turn the seat so you are looking at the rear of it, attatch the metal retainer.
