Wont turn on at all
Several problems might be the issue here.
1. if any liquid is poured on an laptop, the user needs to unplug it a.s.a.p and take out the battery from it. This will help against corrosion of electronics inside. You won't be able to use the laptop for at least a few days because the inside will have to dry completely, and this process will happen very slowly inside your computer.
2. most likely it spread inside your keyboard. The keyboards of laptops are in fact powered, which can also cause a short-circuit if it stays on too long. this short-circuit will happen on the mainboard if it takes to long to remove the battery + powercord (as discribed in 1)
3. if you want to know if it needs repairs,(A) have it dry a few days with all power diconnected, (B) keep the battery out, (C)unplug or disconnect the keyboard (you will have to unscrew some parts to be able to, search for this on youtube with your model laptop) and only plug in the powercord.(D) then try turning it on.
If this all fails you are likely to have to get it serviced, so make sure to inform your insurance whether or not they cover the damage/repairs.
Replace The Laptop But First Take The Old One Apart To Remove The Hard Drive From It Completly So That You Can Back Up Your Data Off Of It And Then Recycle The Old Laptop By Bringing It To A Recycling Center That Will Accept It As E-Waste So You Don't Have To Fork Out A Ton Of Money On Its Proper Disposal And This Is FREE!!!!

Go to the BIOS menu and select the Main Tab... see if the computer sees your drive. If not send it to the manufacturer or look to see if you can get to the HD without cracking open the main case to the laptop
if you can... check the connection from the HD to the connectors to the motherboard

try to boot the windows from external DVD or CD ROM on USB if you have acces to your BIOS set the bios to boot from USB. i think your CD/DVD rom is not working properly, or is no booting from it bios is not setup corectly.

There is a small IC that Dell solders into their power supply as well as their batteries. When this parts fails you will have the type of problem you are having now. If you do a search on the web you will find a large number o sites that discuss this. Unfortunately there is no fix other than replacing your power supply. I had to do the same thing myself for the Dell laptop I use.
