I have a Dell Dimension DV051 tells me your modem

I have a Dell Dimension DV051 tells me your modem appears to be in use by another program please quit all programs & try again. I tried reinstalling the modem but that did not work.
There was a bad storm a couple of days ago but my computer was not turned on and plugged into a surge protector.

- Phone wasn't pluged in nor did we ever loose phone. I ran the modem diag said it was fine.

But you telephone line might be connected to ur modem??
chk for any burnt mark on modem or run modem diag that is an tool send by dell to chk ur modem
