It is a dead pixel, it happens to TFT LCD panels. It can't be fixed, you would need to replace the LCD panel.

It is caused by a manufacturing defect and may be covered under warranty, you should contact Toshiba.

I'm sorry, I misread your problem and gave you the wrong solution. It's not a dead pixel, there is a problem with your LCD rescaler chip. You can test this by plugging a external monitor and checking for the green line. If there is no line on the external device then you need to take it in to be serviced by a professional. Most "Computer Technicians" will tell you you need a new motherboard because they are not trained in component level service.

2 thin vertical blue lines, near center and right side. Do i need to replace LRC buffer boards. Z50p3 50 in plasma.

By thin line I assume its one pixel in width. A single pixel wide line is an indicator of a defective panel.

A green vertical lines on my screen

What is happening to your laptop is the power line connecting a row of pixels is failing so only partial colors are showing up causing the vertical line(s). Usually screen replacement is the only answer to fix it. You can usually find replacement LCD on Ebay.

a thin, 1 pixel wide line, indicates a screen failure. Out of warranty? you're out of luck. Not repairable.

I have vertical lines (15 of them now) on my Toshiba laptop.

I'm afraid when you see vertical line on an lcd panel, it most likely is screen failure. Ebay has plenty of screen from good companies in Texas. I get most of my screens from Ebay store LCDTECH99. They have the best prices, most screens are under 100 bucks and they ship right away. The Toshiba screen is an easy repair, Only the bezel needs to be removed in most cases. Below is a guide to show the process.

Vertical jitters on picture - JVC AV48P776

What you are experiancing is loss of High voltage. The line is called a retrace line. It is usally caused by failure of the flyback circuit or aging of the TV tube. This is the single most common failure with CRT based display systems. The high voltage can be tweaked up, to accomidate for the age of the tube. Its a short term solution. Because of the high voltage nature of this circuit, suggest a professional repair.
