You've solved for some of the equation. Spark. Fuel. Air.....all in the proper sequence. Now, what condition are the plugs ? I'd change them out if they have any wetness to them. Check your fuses as well. Another thing is the 'safety switches' - located in seat, on parking brake, etc. One of these could have come undone or gone bad/loose wire. I'm thinking the latter....

You have a bad wire which rubbed on the plastic housing to the engine block near the starter mower which causes a short and blows the fuse. I have the same tractor and this happened to mine also. The wire is red.

Yes, over filling can cause this. The fix for this is to put the oil level back to normal, and run your machine normally, until the oil residue burns back off. Some "side effects" may be fouling spark plugs and occasionally residue build up in the muffler, so, keep this in mind. Normally, though, everything goes back to normal. It's better to run the machine for a while than starting and stopping it, to allow the machine to get up to operating temperature and clean out the exhaust system.
