I had this same problem a while ago. It was because the top "touch" button on the side was being triggered at a rapid rate. I took mine back to the retailer because it was within the Westinghouse 1 yr warranty. After getting a replacement display (same Westinghouse 22 in), I have had to take it apart because of a bad video processing board. In doing so I have seen that the side buttons are very easy to get to and fiddle with. If you are out of your warranty period, perhaps try taking off the case of the display and fiddling with the button board and connections

In short: try inserting a slip of thick paper (corner of a business card) into the seam between the front and back case at the location of the switch to force the back case away from the switch. Works for me.
I also have a Westinghouse L2210NW monitor with a volume pop-up problem. It was so annoying that I mothballed the monitor for a year. Last year I set it up on a new machine with a Win 7 OS and it worked fine for about a year. This week, for no apparent reason, the pop-up resumed and would not go away. Here are my speculations and brainstorming on the problem followed by a potential solution.
*) Some have suggested that the keyboard or mouse may be the problem. This doesn't seem likely for me. I'm using a different mouse than when I had the problem before. I am using the same keyboard on the new computer but I'm running a dual display. Why does the keyboard not affect the other monitor which is the primary display?
*) Some have suggested changing the sound properties by clicking on the speaker icon in the taskbar. This may be a way to suppress the icon, but I don't think the problem is software.
*) It's probably a faulty switch. As most people with this problem have found out, touching the switch along the right panel will stop the icon display. Besides being a nuisance, however, the switch is out of sight right next to the monitor power button so it's very easy to be off by a 1/4 inch and turn off the monitor, which requires a delay to refresh. p-m-forbes suggested opening the case and fiddling with the switch might fix the problem. This is probably true but there's an easier way without cracking the case. A comment I found on another forum for a different monitor (eMonitor?) suggested that putting a spacer between the base of the computer and the switch fixed the problem. This doesn't describe the Westinghouse switch very well but it points in the right direction. If the popup occurs because the switch is too sensitive, perhaps the outer monitor case is pressing against the internal switch. On my Westinghouse monitor there is a seam on the side between the front frame and the back case. The switch is mounted in the back case, which overlaps the front frame. Insert a slip of thick paper (e.g. the corner of a business card works for me), into the seam between the front and back case at the location of the switch to force the back case away from the switch. It has been only an hour now, but no pop-ups. Previously, I was getting pop-ups about every two minutes on average.

As a monitor tech, I have to say. You two dopes are completley useless. My son, LB who suffers from severe downsyndrome among other ailments. Quickly figured out that if he stuffed the eraser he was eating between the base and the menu button, the problem would go away.

Congrats on being outsmarted by my disabled son who eats pennies and erasers.

Wondering if you resolved it and how I was having the same issue have taken my screen apart and it is not the button pressing seems to be a deeper routed issue. I have tried driver re-install, change of start up and various other items none are resolving it. I think it maybe a issue directly related to the manufactoring of the E181H Monitor.

Volume pop up in the middle of my screen

Sounds like one of the front panel buttons is stuck in - possibly the volume down button. If no buttons work, this could be the reason why. Just a guess. If they all feel OK, it may still be worth pulling the back off, (Without electricuting yourself -DISCONNECT POWER!) remove the PCB board that has the buttons on it, and see if it turns on without the menu. If so, check all buttons, rare but I have seen one that looked fine but with a multimeter it showed it wasnt working. If the screen still displays the menu, Id say there is a bigger problem... HTH
