I'm working on my buddy's older exmark lazer z and I'm having trouble with the park brake. He bought the mower used about 3-4 years ago and the brake has never worked. I have replaced the straps that go around the drums and have adjusted them just about every way possible but they will not get tight enough to keep it from rolling. I'm thinking that the arms that the adjustment rod go to are seized up. Is that a common problem? Any and all suggestions will be greatly appreciated.

On the accents what you need to do is to remove the plastic casing from around the parking brake mechanism. Towards the back on each side there is a screw that needs to come out. Then you will just need to wiggle the plastic casing out and around from the parking brake and set it aside with the screws. Once that is off on the inside there will be what looks like one long (gold colored) screw and at the bottom there will be a mini cable running off to each side. At the end of the tension adjuster is where you adjust it. Mine was very loose and I had to tighten it down quite a bit. It takes a 12 MM wrench. You will want to turn the wrench toward the passenger side to tighten it down. Hope this works for you.

if its rear shoes there is a cog wheel that turns in and out to close and spread the shoes just turn the wheel to make the shoes go in a little at a time and the drum will go back on

You can turn a rotor once or twice but each time you do, you are removing metal...The rotors today are really not thick enough to put up with too much of that before they are too thin to be useful. In removing metal they will not dissipate heat well and are then more prone to warping. I suggest you replace them and make sure that the caliper slides are well lubricated and the pistons are not binding. The rear adjusters are designed so that they adjust themselves with normal use and unless the adjusters are frozen they should be where they should be. Most don't have a provision to do any adjustments manually, so if there is a problem, you will need to take the rear brakes apart and check to make sure everything is free.
