2 things come to mind the first is are you stepping on the gas to accelerate when it happens this will be caused by a vacuum leak somewhere in the emissions or under the dash/ second are you standing still and you feel the air get hot if this is the case your cooling system is running hot and the heat is transferring to your a/c condenser and making it hot reducing the cooling effect of the Freon because it is getting hot itself

99% chance it is the blower resister located behind glove box. Squeeze glove box in and pull out.
The resistor is right behind it, dealer part cost less then $20.
Dodge has had this problem for over ten years and until recently did nothing. Now they combine fuse with resistor, suppose that will correct it?

SOURCE: Dodge Ram AC not blowing cold

By pass both pressure switches one at a time with small wire or a paper clip. If comperssor kicks on replace the swich that you bypassed.
if not it could be the fan clutch ot the compressor. Compressor runs about $400.00

SOURCE: 2003 dodge grand caravan ac recharge

you should be adding the 134a to the system the low pressure switch is doing its job by not allowing the compressor to kick on, it wont kick on until there is enough 134a in the system to be above the preset pressure for the low pressure switch.

SOURCE: 2001 dodge ram 1500 ac is blowing hot air instead of cold

Your A/C sounds like it needs to be vacuumed
out and then recharged to factory specs. That
should solve the problem.

On dodge caravan ac is blowing cold in back but hot in front. How do I fix

You need to have the blend doors on the front heating / ac system looked at.. Sounds as if one is not working properly and not switching from hot to cold. It could be an electrical... vacuum... or the blend door actuator itself causing this problem. Some of these door motor/actuators are hard to get at and I would recommend having a pro look at it

2001 Dodge Caravan heater blows cold air when stopped

Have you checked the coolant level? What you describe is exactly what happens if the coolant level is low. When stopped at idle, hot coolant is not circulating through the heater core, so no heat. As the engine increases in rpm's when you pull away from the light, the water pump is spinning quicker, and some coolant is making it to the heater core. So check the level, and if it is low, keep an eye on it to see if it drops again. That of course indicates a leak somewhere. Get it fixed, as overheating the engine leads to costly repairs and worse case a new engine. Let me know how you make out with this.
