When my father turns on his computer his HP F2100 powers on automatically. Please could someone tell how he can he stop this from happening?

This is due to the USB port "coming alive". There is not an easy way to solve this other than to leave the USB connection unplugged except when he needs to print something. This is supposed to be a power save feature in that the printer turns off when you turn off your computer and turns back on when you are using your computer.
