If the refrigerant has leaked out, the Air Cond pump may not turn on. If it has leaked out, you have other problems. ( check for power at the Air Cond. Pump )

Check to see if it will turn off when you push the AC off button on the left side of the ac control panel. If not - pull the fan relay out of its socket (located under the right side of the insturment panel). It's the middle one at the top. If that works - replace it, as the contacts may be "welded shut".
check all a/c fuses first, see if the blower motor will at least turn on, ohlm out push button switch after taking the wires off of it, check grounds, many different things it can be. Does blower work?
It sounds like a burned out circuit on the ac compressor clutch while the car is NOT running grab the ac clutch assy on the front face of your ac compressor it should turn with very little drag if it is seized it wont turn at all causing your problem the wires short out and when you turn on ac you get nothing
