Question about Northstar Professional Series Pressure Washer 4000 PSI
I have a Northstar St40004nm
4000 PSI 4 GPM 21oF
The pressure washer works but the burner will not ignite, and yes I do turn the switch to on.
a 6ya expert can help you resolve that issue over the phone in a minute or two.

SOURCE: Foaming in pump oil window
I dont know which comet pump you have, but it is just easier to get a new pump from one of the pressure washer companies on the internet and they sell them on ebay. You can also probably get a better pump that will fit your engine as well. Also, have you tried just changing the oil and not fill it too full? On my 5000 lb washer, if i fill the oil too high when I change the oil, it will foam some. Hope this helps you, Rick

You need to find the bypass (unloader) valve and grease it with a good waterproof grease. Sorry, I cannot find a pic for you

Being petrol driven, it may have a mercury kill switch which puts a ground on the ignition circuit stopping the engine if you move it. Perhaps for safety in case you overturn the unit somehow.
