Have to hold the flush bar down and the water does not take out all the paper & etc.

I'm assuming this is a question about a toilet not a water heater as its listed , if so,, remove the lid to your toilet. look for the end of the arm of the flush bar first of all there will be a chain or plastic strip attached to the end of it,, that goes down to the flapper ball covering the inlet to the unit itself, you either have a lose chain,, ( when closed it should have about 1 inch of play in it. ) or your flapper is defective,, they are both easy fixes. the flapper has tabs that attach to the overflow vent tube,, ( this should also have a small inlet water sprayer going into it. ) remove the flapper , and slide it off,, you'll have to remove the small sprayer to do this on some models,, replace the flapper ,, and be sure that you adjust the chain to 1 inch of play, as far as the toilet not flushing everything down,, make sure when filled the water line is at what the fill line mark is ( located inside the tank to the rear. ( if you cant see that,, its about 1 inch from the top of the inlet tube that sticks up inside the tank. lemme see if i can find you a link with a picture ,,,, ok heres a quick video that you can look at

Black precipitate in hot water

This sounds like oxidation from copper pipe.

First, I'd drain the hot water heater.

There is a drain on the tank for a garden hose. Hook up the hose, run it outside, open the valve. You should see the black water come out -- leave the water supply to the tank open so the water will flush through it -- I'd turn off the water heater breaker, so you don't waste the energy.

If this doesn't clear up the water, please let me know.

Charlie

P.S. Is your plumbing copper pipe? Have you checked the ph of the water?

Toilet does not flush down contents.

This seems to be a case of blockage within the toilet. Check the
Flushholes under the inside-rim of the toilet. they might be partially blocked by debris or deposits. If so, a Wire-Clotheshanger will help.
If the Blockage is in the drain, a Handauger might be helpful to push
blocking objects through or retrieve.
Waterlevel in the Toilet-tank could be too low. It should be about 1"
below the top of the Drainvalve in the middle of the Tank.

Code LC, I cleaned the filter, won't stop beeping

you need to flush out the rinnai. to do this you will need 4 gallons of white viniger & a circulating pump. #1 disconnect the power. #2 close both incoming & outgoing water valves under the unit. #3 conect a drain hose to the out going flush valve ( flush valves are under the unit & have brass caps) #4 connect pump outlet hose to ingoing flush valve. #5 put pump incoming hose & drain hose from outgoing flush valve in a 5 gallon bucket. #6 pour 4 gallons of vinager into the bucket. #7 open both flush valves. #8 turn on the circulating pump & let viniger pump in the incoming flush valve through the rinnai & out the outgoing flush valve back into the bucket for 45 min. #9 disconct pump from incoming side & close incoming flush valve.( don,t close outgoing vaves at this time) #10 put out going hose in empty bucket. #11 open incoming water to flush viniger out of unit. # 12 disconct outgoing hose , close outgoing flush valve & open outgoing water valve. #13 clean filter & turn on power.

Toilet Question

Yes, it will run up your bill! Sounds like the float is hanging up. Take tank lid off and flush, watch the float and if your tank fills quickly but does not stop, bend the float arm to angle the float down further, this should allow your water to stop coming in much quicker. The other possibility could be if the plug at the bottom does not seal correctly after flushing, if so, the water will leak until the plug sits down all the way.

Toilet does not flush strong enough to take down feces in bowl

You need to do 2 things. Take the lid off and check that the water level is up to the fill line, if it is you need to adjust the flapper. If it's not back the screw out on top until it is. Their should be a cylindrical piece of foam on the chain going to the handle. You need to pull off the retainers and move that foam closer to the flapper thus dumping more water in each flush.

I have a Kohler commode about 1 1/2 yrs old. When filling, it continues to fill with water going to the overflow pipe.

Does it have bll **** on it?That means a long brass rod with a ball on the end.If it does then gap it with both hands and with the hand next to the ball push down a little ways and keep doing this until the water stops running. If you have a fluidmaster brown or black the little wire on the side of you will see a little metal piece squeezed it and down and the should stop.
