It seems to be an obstruction in your fuel delivery system. Get a can of ether and a spray a short burst of it into the breather area near the carburetor, if the mower starts up and then stalls out, then you may need to get your carburetor serviced.
Sounds like you have an air leak in the fueling system and air, not fuel is being sucked in to the primer, check the fuel line and primer pump gaskets or bubble (if it is the primer bubble type)
Is this question for a mower or a trimmer? If for a mower there is only one fuel line. If it is for a trimmer, there are two fuel lines. One goes from the filter in the fuel tank to the carburator primary inlet. The other goes from the primer bulb to the tank and is the return line. GOOD LUCK.
Heres a link to a video showing replacement of the most common primer bulbs on tecumseh small engines, keep in mind that there are a few different size of primer bulbs that look almost the same, so you would have to go by your engine model and go from there.
