Definitely a thermostat problem. Make sure that it is set on #3, make sure you have something in the box to provide a constant load (if you are worried about product freezing just put several gallons containers of water in there), set a thermometer on a shelf and let it run for several hours. Temperature should run 35-40f If it still freezes I recommend changing the thermostat. Not the easiest job on a True but the only real option. If it is too warm then raise the setting to #4 and run for several hours more and double check the temperature. It is normal for these box temperatures to "swing" quite a bit especially if empty. The thermostat actually senses coil temperature and not unit air temperature. Typically it cycles off when the coil reaches around 14f and then back on when the coil gets to around 38-40f.

Interior Lighting on True Refrigerator Unit

A starter may be located in the top area inside the cooler. Not all true coolers have starters. Check the connections where the light pins slide into. Also may need new ballast.
