Looking for a manual
I was not able to find a manual but this may help.
It takes a while to download . Notice box at top with engine in it and a small down arrow that opens a dropdown list for other parts of the machine.

That Snowblower is made by Agri- Fab for Sears/Craftsman .If you go online to the agri-Fab website it is possible to down load the manual or if you email them they will send you a copy. I have dealt with them.They have even sent me missing parts. GOOD LUCK

SOURCE: transmission will not operate
Most snow blowers do not have a transmission. They have a 'friction disc' that is belt driven. Sometimes rust build up from one year to the next will keep the friction disc from sliding to higher 'gear' to lower 'gear'. You may want to remove the lower cover under the traction housing to inspect the disc, belts, and chains.
