Check the bypass for the transmission, make sure it is in all the way, if it is, check the belt from the engine to the transmission, make sure the belt tension spring is riding on the belt and that the belt is tight.

It is probably on the right side in the middle of the engine. It should have a yellow cap on the end of the drain. Take the cape off and slide about a 12" piece of 5/8" x 1/2" clear vinyl tubing (available at Home Depot, Lowe's, etc.) on the end, turn the plastic body to the left (about 1/4") and pull out about a 1/4". Oil will flow. Reverse to shut off.

is yours the newer cub with a kohler command engine? if so pop open the cap on the drain to expose the port.
remove the oil fill cap/ dipstick.
put the rubber hose on the end of drain spout and route it to a safe container.
push in on the spout and rotate counter clockwise and pull outward on it to begin draining the oil.

Yes you may need a carb kit. It is not good practice to by-pass the fuel filter. The orifice in the jet is very small.
But anyways, There Could still be a blockage inside the carb, a small leak at the manifold, or the jet is worn out.
