Problem for Apex Digital GT2715 27" TV

I have an Apex TV that has a blue screen with a red lock

The model is GT2711S. The red lock is at the bottom left of the blue screen and I doesn't have remote control. The problem arrives when I was configurating a new Universal Remote Control.
