Is there a specific error when he tries to load media center?

As for the previous programs, try going to start-->Control Panel-->Taskbar and Start Menu

Click Start Menu tab

Click Customize under Start menu radio button

Make sure "Number of programs on Start Menu" shows at least 1 or higher--this is probably where the problem lies.
