Try using another ac adapter, sounds like the adapter is failing. You can either ask if one of your friends has the adapter with the same connector and voltage (check that the wattage of the adapter is sufficient) or if someone has a universal ac/dc adapter for the test. If the laptop starts normally wiht another adapter, then get a replacement adapter and you are good to go.

Laptop wont start up

Make sure to test your ac adapter if it is still working. If you have an alternate ac adapter, test if your laptop is still getting power. It is usually indicated by a blinking led light beside the ac port. If it looks like it is charging, try to charge it for about 30 minutes. If it still won't power on, try to do a power reset. Remove the ac adapter and the battery then press and hold the power button for about 10-20 seconds. This step can be done also if the above steps won't work. You can also try to remove the battery and power the laptop on while it is connected directly to the ac power.

My laptop will not turn on

Try another AC Adapter with the battery taken out of the laptop. If the light still blinks then that means the motherboard is bad and would need to be replaced.

Your battery pack is not charging. By removing the battery pack and trying to run on AC only you have proved the AC adapter is either not working or the power is not getting through to the laptop.
The best way to sort this is to try another adapter and see if the laptop works, if it does then your adapter is broken (this is possible even though it reads 19.1 under no load.)
If the laptop still does not work with another adapter then the laptop itself will heed repair.

Laptop battery not charging wanna know how to run without battery

The problem you described here shows that, the case is not likely to be a battery problem, but the laptop AC-Adapter (Charger) problem, because, the red light you are seeing shows that your battery has rundown, and even when you plug-in the adapter to AC, it still blinks red, showing that the AC-Power is not charging it. I would suggest that you get another Laptop AC-Adapter (The Charger), or try it with a friend's own first, then you'll see that the problem might not be with your battery but your AC-Adapter
