Guys I had the same problem with the k599 Sciphone and none of the solutions found on the internet helped me. New chinese models tend to restart after testing is over and this results in turning the wifi application on. So I spent many hours on thinking how to bypass this function and this morning I woke up with an idea that really worked!! The steps are quite similar with the ones followed to debug older models:

put 2 chips on cell
Disable WLAN.
1-enter in factory mode *#3646633#
2-go to RF Test Tool
3-choose GSM, confirm OK!
4-go to Power scan
5-Select Band DCS1800 click OK
6-the cell frozen
7-wait for 3 minutes testing
8-while testing connect to a pc using the USB cable (do NOT select ANY of the options appearing on the cell screen)
9-Click the CENTER button of the cell until you go back to principal menu
10-go to settings/network settings and choose GSM Preferred or any other option (except WLAN only!!)

In this way the cell does not reboot, and the wifi application stays off, so the option can now be changed...

1.make sure have 2 sims in phone
2.disable wlan
3.enter factory mode ( key in *#3646633#
4.go to RF tool test (use keys on side of phone and scroll up not down takes you from number 1 to number 10)
5.select gsm (press ok at message)
6.go to power scan (press ok)
7.select band dcs 1800 (ok)
**phone goes to screen checking options to des with**
**when the phone seems to of stopped responding press the main button(centre)**
*phone will go off**
8.turn on phone
9.try to make a call
**if phone say its in airport mode you've cracked it**
10.press settings and go to network setup
11.select sim1 network setup
12.select preferences
13.select gsm prefered(ok)
14.exit settings
**try to make a call**
not allowed to dial is gone
15.go back in settings
16.select restore factory settings(pass 1122 by default)
when phone restarts you can now set all you're personal stuff back up and enable wlan and will be able to make calls on either sims.
**I tried this last night and it didnt seem to work so I tried again this morning and now its fine with any sim I choose**
one last note ....DO NOT for any reason ever select wlan only or gsm only again..

Try to see if your F003 Settings > Network Setup > SIM1 network setup > Preferred mode

If it is in WLAN only try changing to GSM preferred, if appears a message "Unfinished" see if you SIM card is 64kb and try putting a 128kb SIM card and changing the Network Setup to GSM preferred, then turn off and on, and reset your configurations to factory mode.

Settings > Restore factory settings

The code is 1122.

Perhaps you can try entering "Engineer Mode"

Dial: *#3646633#

Then modify some settings, see what happens.

i had same problem and entered under 'settings' right at end of menu list is 'restore factory settings' - enter password no. 1122 , worked for me. Can dial out now, and dont choose anything in future 'only' for modes on network.

i can't "enter in factory mode *#3646633#"
there is only touch screen and when i dial "*#3646633#"" i get "not allowed to dial".
Any ideas?

i am from Brazil and I have the same problem with my F003. I´ve seen other sites in portuguese, spanish and english. None brings a solution.... I hope that someone find the solution to our problem!

Hi, i write from Italy, I have the F003 that show me the same words: "not allowed to dial".
I try to restore the factor settings but nathing to do!

i have same error i from peru i try with a sim card 64kb and card 128kb but i have in the 2 card error wlan only; with the metod enginiering i trying choise other gsm mode no the 900 but put me same error so i try with a box to flashing phone but i cant format the phone only say me unfinish formating please try again XD if u know more metods please put here a solution or any idea

      I have checked by phone to our GSM operator to confirm about our SIM card. I am using 128 kb SIM card.

      You are right Bob, I can not re seting to another type of connection. Only for WLAN. It can not be set to GSM or GSM preferred. Message " Unfinished " appear if I try to change.

      Is this meant this equipment can not be used. Is reset by remove BIOS battery can help to solve this problem?

      I buy this phone 2 week ago, when I went to Zhuhai - China.

i have the same problem, mine is a titan gsm phone mb0014. i didn´t know i shouldn´t put wlan only and now i´m dealing with this situation. none of the codes i´ve found on internet until now have worked for me. please help!!

my china mobile is the t737b and had the same problem. restore factory settings and pulled out the battery before it finished and returned

    • I found a system developer that commented they "solved the problem of WLAN only" and no outgoing calls. I am trying to find out more. I tried going back to factory settings, going into engineering mode and no solution. I WOULD AVOID "WIFI ONLY" MODE if you have a new phone.
