Ignore the lights. Wash the outer foam filter every two months. As long as air is going through the inner filter does not need to be changed. Blow the inner filter out FROM THE INSIDE with your vacuum cleaner. (blow air the opposite direction of air flow to get the nasty stuff off.)

Sit on the top, and pull on the handle very hard. It will pop off, and most likely not break. Then you will need to take the nut off with some pliers, and glue it back into place.
Most likely some water got into your filter at some point, and it rusted. Making it nearly impossible to screw out. So when you turn the top it spins the nut instead of screwing out. Mostly due to the circular type nut that Honeywell poorly chose.
