It sounds like the a switch on the TV is stuck. This may just be a stuck button, or a bad Switch Board. Try moving the buttons around to stop the problem. If this doesn't work, you will probably need to replace the Switch Board.

This is a fault in the memory as the logic gate has failed and so the control is at the highest. So you need to check on the details of the logic outputs in the processor. So please the memory output to the audio control and if the status is HIGH then the IC can be defective.
Other way out is to use a potentiometer as a volume control to reduce to the required level, control to be fitted to the output from the processor output to the analogue section.
