The first question is, are you attempting to boot from your CD ROM and if so why? I need to understand more about what is happening before I attempt to answer your problem. Are you attempting to fix a problem or re-install your operating system? Do you always boot from a CD and if so, why not the hard drive? Is the same operating system installed on both your laptop and your desktop?
The beeps you are hearing are part of the POST, power on self test, that the computer runs before it attempts to load the Operating system and display the desktop screen.
You need to listen carefully to the beeps and determine the amount, and length of the beeps themselves. Then go to this link, and try to find out what the beeps are telling you.

In my experience, these beep codes are mostly guidelines to steer you in the right direction for solving the problem. It sounds like in your case the hard drive is failing, or failed. But if you have made any changes to your computer, or if someone else worked on it recently, than something might just be unplugged inside, or the RAM needs to be re-seated properly.
