Try testing the device on another computer, if it works on another computer, you need to replace the USB controller-

If the device doesn't work on another computer, try replacing it or pluggin' it in on a usb 2.0 port.

IBM ThinkPad T41 won't recognize USB 2.0 Ports (sees them as USB 1.1)

all available ports are not recognized? have you tried other known good usb devices on those ports?if other devices are recognized then it is an issue with the usb device you were first trying to hook. if not, then it may be the port issue or driver. so update chipset driver for your pc. use ibm's website to check for drivers of your pc.

USB Memory Key not Recognized on Desktop running Windows Vista

check the formats of the keys. if they are NTFS they might not be recognized by earlier Windows versions. What version of windows does the laptop computer use? It may be as simple as using the correct formatting (FAT or FAT32) on the USB memory key.

Regarding USB Port

One of your usb devices has more than likely has had a driver get corrupted. Try unplugging your devices one by one until you find the culprit. Once identified download and install the latest driver for that device. this should correct your problem. Good luck.
