Question about Acer Aspire L100 PC Desktop
One of the voltage rails in the power supply could be faulty. Can you get hold of a similar unit? It does not need to be an exact physical match provided that the electrical plugs match the sockets on the motherboard. If the computer boots, you can then purchase the correct replacement.
If that does not work, try removing the memory chips from their slots. Using an old toothbrush or similar, scrub the slots using methylated spirits. Then carefully clean the gold contacts on the memory chips with an ink eraser, making sure that your body is earthed to prevent a static discharge.
This sounds a bit drastic, but it has worked for me on a number of occasions. check that the chips and the slots match exactly, and that the chips click into place.
