1. Since you poted this as a Generic tv, i don't know if you have a digital tuner, check you owners manual and see if a digital tuner is included in your set.
2. You need to contact time warner cable and see if they are broadcasing your local chanels in hd, Here where we are in ohio they are but i cannot speak for the time warner cable where you are at.

Yes this tv does have a digital tuner. To engage it, you must have a out doors antenna. Go to channel setup and do auto program for both anolog and digital. link
