go inside to the lift gate and try to use a scewdriver to pry the latch loose while someone pushes the button or turns the key. it sounds like it's in a bind. you also may have to remove the cover panel from lift gate from the inside.
I have a 2008 Suburban with the power liftgate disabled. I have had the power latch stop working, and the BCM report that the rear access open when it is closed (both gate and glass). Somehow the liftgate module thinks the gate is open, so I cannot open the gate at all, and the latch and rear wiper will not work. To reset the control module I pulled the liftgate fuse (#20) in the instrument panel fuse box, turned the car on, off, reinstalled fuse, turned car on, unlocked doors using drivers side switch, and the power latch will function again - at least for a while.
There are 2 star head screws where the handle is for pulling down and closing the lift gate, remove these 2 screws remove the handle , the panel around the window has to be removed first, it unsnaps, the lower panel also unsnaps, to re-install it is the reverse. Hope this helps.

If you look at the latch where it conects with the striker pin it might be closed turn the key as if you were opening the lift gate and see if the latch moves open you might have to use a screw driver and work the latch open as you turn the key
check the gate suports.. its very common for them to rust at the ends and cause them to bind that will not allow the gate to lift on its own. a click or pop may be heard when the gate is opened or closed.. also if the supports are working right the gate actually moves away from the body when the latch is released. if its stays against the body then try the supports for the gate
probably a door ajar switch going out they are built into the loor latches. really need a scanner to see wich one acting up. try unlocking the lift gate or passenger door with the key and see if it will disarm the system.
