Most likely there is a raised spot on the cutting deck preventing the tensioner to return. Best thing to do is turn the tractor off engage the blades disengage them and see if you can move the tensioner. If it feels like it is catching on something you will have to grind the deck a little on the groove that is catching.
Your blades engage with a cable and the cable somewhere is bunched up. You will probably need a new cable.

Try pulling on the cable coming down to deck. This cable might be your problem. Also check that the spring on the end of this cable is present and functional.

Get a can of penatating oil and spray the pivot point of the idler arm on the deck. That's the one that moves back and forth when you lift the blade engagement lever.

When the mower is off and the clutch is disengaged you should not be able to physically turn the blade(s) if you can then you need to adjust the blade brake (look on the mower deck and you should see what appears to be a brake pad). Your owners manual will show you how to adjust.
