Can you tell me the model of your laptop or your computer? Have you tried pressing F5 instead of F8?

Make sure you are pressing the F8 key before Windows starts, it will work, if it doesnt you will have to use Startup Repair if you are trying to go to safe mode because windows wont boot at all or Reinstall Windows, both the startup Repair and reinstalling of windows can be accessed by boot with your windows install cd/dvd ok
