Why does my TV have no picture but has sound?
Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. The short answer would be yes. A more detailed answer can follow if you can update this with the model number. If you are getting just a hum without any other sound, the problem may be a poor connection inside the set. It is possible that the audio amplifier IC has failed as well. You can narrow this down a bit by connecting the audio output form the back of the set to a receiver. If the sound from that is OK, then the problem is likely to be the audio amp. This Ic generally costs around $20 or so.

It is likely the flyback transformer has failed, and the cost to repair will be high.
