If I understand your question correctly, if a wifi signal is shown as locked then you need to put in the wifi password to unlock it for your device.

Hope that points you in the right direction

Certain apps that need wifi don't work even though I have perfect wifi signal. I've already restarted my iPad mini, charged it, and turned on and of the wifi a few times, but that didn't help

Possibly one app is locking up networking... My gf had this problem after ios update to 8.0. It turned out facebook app became messed up. I uninstalked facebook and everything was great. Reinstalled facebook and it worked fine after that...In fact her whole ipad got faster... IOS updates are becoming painful...

My Wi-Fi is in the locked mode. How do I unlock it?

If I were to guess what you are trying to say is that when you go to the wifi in you system setting, you see a lock next to the wifi network name ?(SSID) The lock indicate that the wifi network you are tring to join has a password that need to be entered to access the network. Ask the person that did the setup on die wifi router for the password.

If I am understanding the problem, then you are trying to connect to a network that is password protected (that is what the lock symbol generally means when shown beside a network that has been discovered by your device). It cannot 'authenticate' you until you key in the correct password. However, if that is the case, when you click/touch that network and then touch Connect, it should automatically pop up a box asking for the password. Key in the password (be sure to get upper/lower case correct on any letters), and then touch Connect. If that does not work, or if I misunderstood, then provide additional info and we can try again. Good luck!

Won't connect to wifi

When you get a router, it would usually come with a password, automatically locking the WiFi for added protection. You can find the password on the router. Since you said that putting the password makes no difference, it could be because the password was not input correctly, where you have to put the exact capitalization of a letter.
