I have a Yard Machine MTD 12.5 Hp 38" I need to know how to tighten the deck belt

There is generally a spring loaded tensioner pulley to take up slack as the belt ages and stretches. If this is not adequate, perhaps the wrong belt is on there.

I have a yard man 13AH762F752 How do I know what size my deck is I thought it was a 38" and bought v-type belt and it is to shore so how do I find out my deck size?

If you have a single idler pulley you should have a 38" deck. If the deck has two idlers, then you must have a 42"deck. You should be able to approximate by measuring. This is the "cutting" width, not overall width. Two things might have happened. You didn't get the right belt, or you haven't routed it properly. Here is a link to the Yardman web site to download your manual if you don't have it. It appears that the 38" deck requires a longer belt than the 42" deck. http://manuals.mtdproducts.com/mtd/Public.do?langId=-1&BrandCode=10201

What size & length belt do I need for my yard machine? It is 12.5HP, 38" cut. I don't have any other info with me. Tks

The best thing you can do is get the model # (probably under the seat of the machine) and go online to www.m-and-d.com and type in the model # and they'll give you the correct belt for your machine (from there you can probably buy locally).
Good luck!
