A projector fan locks

The fan is faulty. Thats why the projectors shouts off. Almost all the projector fans built in with tachometer which counts the rpm of the fan and sent the information to the processor. If the rpm of the fan is low because of mechanical problems then the same problems can occur. Replacing the fan will solve the problem.

Fan not shouting down when i turn car off

Sounds like a fan relay is stuck. Check out pictures of this part on sites for Autoparts. Yours may be next to Radiator fan. Now if fan eventually stops, some are made to cool engine compartment once car is parked as heat builds up for a period of time once the engine has stopped.

Ducted gas hetaing keeps tripping the thermo fan switch. We seem to have plenty of air flow out of the vents and have replaced 75% of the ducting

It seems that you are saying the thermo fan stops first, thenfotre the safety limit switch shouts off the gas. This would mean the thermo fan motor is bad. It is overheating, which cuts out the thermo fan switch. The gas only shouts off because the thermo fan motor is bad.
