Clogged primer your going to have to rebuild carb and install new primer bulb
If the machine is a few years old, quite possibly the primer bubble/ball is cracked from age and is sucking air instead of fuel.
They are easy to replace. If there is fuel in the tank and when pressing the primer bubble, it should return to it's normal shape with a slight delay. If it returns to its normal shape instantly its sucking air. Also check for cracked fuel line which will also cause air to be sucked in and not fuel.
Priming may not be the problem. First try putting some duct tape over the hole in the primer button. then try priming and subsequently starting it. This could indicate a need for a new air filter...I know it doesn't make sense, but it will probably be the answer to your problem. It was with mine although a different type of mower.

You must first remove the cover assembly which houses the starter pulley. Pull the old rope completely out until it no longer moves. Hold the starter pulley and remove the old rope. Try to wind the starter pulley spring tighter if possible. DON'T LET GO. The starter rewind spring must be wound before installing the new rope. After winding the spring, thread the new rope through the cover and into the hole in the pulley. Tie a good knot in the end and let the rope wind slowly into the housing. Once you have this done, replace the cover, get the proper length of rope, thread it through the handle, tie a knot in this end and your ready to go.
