I would like to find a manual for a Quantaray 70-300mm f/4-f/32 lens? I am not having any problems with the lens but I am not sure of its properties. The Nikon instruction manual says that with a Nikon lens I should set the lens for either AF (autofocus) or M (Manual). There does not appear to be a setting option on my Quantaray zoom lens.
Quantaray has made several different 70-300mm lenses so I'm not sure exactly which one you have. However, if the lens doesn't have a AF/M switch it's no big deal. Assuming it's an autofocus lens, it's always on. If you want to switch to manual focus, flip the switch on the camera body.
If it's an older manual-focus Quantaray lens then the question is moot.

Your 28-90 AF-D lens can't autofocus with the D40, which requires AF-S lenses with a focus motor in the lens. Sigma lenses with "HSM" (HyperSonic Motor) in the name also have the focus motor.

did you check that you set AF on both the lens and the camera?

The Nikon D40 requires the use of AF-S/AF-I lenses. Here is a chart of lens compatibility for Nikon SLRs:

Look at the writing on the lens. There is a number next to a circle with a line through it. The 70-300 is probably made by Tamron and sold under the Quantaray name. Probably a 62mm diameter.
