It is a solar hookup on the water heater. The main knob that you shut off the water to the water heater just turns it won't allow me to turn on the water

It could be back flowing into the hot water heater tank which is not full because of the leak. Even though the valve is closed on the cold water entry side, there is probably no valve on the exit side. That is how it is returning to the tank.

Since the pilot light stays on, and the main burner comes on momentarily, then goes out. This mean to
say that the gas supply is not steady, it also goes off.
You got to get your gas valve repaired or replaced to get
it working.

pressure would go down any time the water is cut off. Temp went down no make up water relief went off cause you turned it up. put it back and put the main back on.

What band and type water heater do you have? And about how old is the water heater? Add a comment with more information.
Following general information applies to tank-type residential water heater.
If pilot light is working, then thermocouple is good. Otherwise, if thermocouple was bad, or fallen out of place, then there would be no pilot flame.
Carefully read instructions for lighting water heater located on front of tank ... make sure you have the gas control valve set to ON.
At this point, troubleshoot varies widely depending if your water heater is older and air enters front of heater, or if water heater was made after 2007-9 and has sealed combustion chamber and FV system.'
Troubleshoot also varies widely depending if you have power vent and which type of gas control valve.
