Question about Epson TM-U220 Matrix Printer
TM 220a and TM 220b should come with auto cutters
You have to unscrew the metal tab under the printer, you will find two sets of DIP switches. upper one is DWS 1 and the lower one is DWS 2. On DWS 2 you need to have jumper #2 ON. this enables or activates the auto cutter on printers. Good luck...

Elie, I just had the same problem with tm-u220a. When I got to the cutter motor, I've noticed that there is a small switch that goes under the cog. Two wires leading to that switch and two that lead to motor end up as a connector on the circuit board (accessible from under). I've checked if the wires to the switch are whole and sure enough one of them was broken. Because of the complexity of the printer, I just took two new wires from an UTP cable and connected the switch and connector. Worked like a charm! I hope this helps you.
p.s. Sorry if my English is a bit jolty. :(
