I have a gadget which I can use my kit to computer.But I don't know how to use it?Can you teach how to use it?

I have a USB cable and CD Installer..But the Problem is,How How can i connect my phone from the PC so i can take some photo's to phone from my PC.And so I can put some games on my phone.please help me..Thank you..
