Hmm, If its still under warranty, call Nintendo, and they'll have you ship it to them, and they'll fix it for free, however, if its not under warranty, there will be a fee.
If you have a friend with another charger, You could try that before calling Nintendo. If its simply your charger, you could go to your local Video game store and pick one up cheap.

Try another charger, yours may be faulty. Alternatively,the battery may need replacing as it is no longer holding charge, these can be obtained very inexpensively from Ebay and you will just need a small cross head screwdriver to remove the cover on the back of the DS lite, then tap the unit in your hand to dislodge and remove the battery.
I have seen this happen when someone plugs the wrong charging cord up to the DS lite, Is there any chance some one did this to your DS lite.It sounds also as if the battery is not making proper connection.
REmove the battery from the compartment
inspect the connector on the battery and where the battery connects to the DSlite.
Wipe thee connections off some way. I suggest some contact cleaner for bith the battery and Battery compartment connections
Try the DS lite again with the battery installed.

Does the yellow light come on when charging? Could be that the fuse for the charging circuit has gone, or on of the screens has been damaged. If it's only 4 months old and not been dropped etc, send it back to Nintendo I'd have thought.
The orange light goes off when the battery has been charged to its highest capacity. After every charge, the batteries capacity is decreased. Get a new battery, that should do it.
Anyway, you probably need a new battery. The battery loses it's capability to hold a charge after each time it is charged so all you need is a new battery.
there may be some kind of damage in the ds as i had the same problem it may have been shaken around or dropped or even faulty the best thing to do is send it back if you dont have the warranty then go to a gaming store most have a collection day where someone comes to pick up broken ds and takes them its free except tfor the repair.Its best if you dont fiddle around with it a it will become more damaged
