Sorry, but my advice is to throw it away. With the 5380 anything more than a cord is not worth repairing.
My recommendation is to buy a Makita 5007 series and stay away from Skil.

Maybe, but first rule out several other things. Has the saw been recently overloaded - heavy cuts with a dull blade? You may have a partially burnt-out motor (which means the insulation on the wire in the windings has partially melted.) Has it been used recently or used now with an extension cord or to an outlet wired with 15 ga wire? Is the saw arbor hard to turn by hand (with the belt removed)? Does the motor overheat with no load (remove the belt and let it run for 10 minutes)? Try running the saw with the belt on, but not cutting for 10 minutes. Good luck!
If the fuse is now good then you could have tripped the safety and need to reset it, if it has one installed. Or the power cord or the motor are the problem.
If you didn't smell hot or burning electronics smell then it will most likely be the safety aka blade or finger guard. If you did smell hot electronics then it may have burned the power cord or seized the motor. Your user manual will show you where and how to reset the safety. Any local repair shop or tool shop should be able to guide you through this as well as pointing you towards a repair shop if needed.
I've stalled mine a few times and have just reset the fuze and away it goes again. It sounds like you might have done a bit more to yours.
could be a couple problems, first is the inner flange on correctly. and if so remove the blade UNPLUG SAW FIRST and see if you can turn the spindle by hand, it should spin freely, if not then you have a bearing problem or possibly the motor is burnt. did you notice any burning smell last time you used it and if so that is it.
