Question about Ruud UAKA060 Air Conditioner
Agree, this clearly is a fan motor problem when pushing it made it run.
Most fans that have the same issue may need bushing / bearing replacement. and if that did not resolve the issue, then a recoil will surely put the rotating power back on the motor.

the bushings may look like this
or even these,
there are different types of bushings for every fan but have the same purpose, which is make sure the motor rotates in balance.
recoiling helps the motor become more powerful because of the fresh copper coiled wires conducting more electromagnetic charge.
