Improper water flow: Either not enough or way too much!
You could have calcium or liming up in the internals of Heat Exchanger????
Remove the header/bucket of plumbing side & look thru the tubes of each one. Should be absolutely clear, if any residue buildup, there is your restriction. Needs to be cleaned.
I will include a link of diagram of the heater internals. Take a look at number 4. that is the exchanger, the part #45 is what you will remove to inspect the "Inside" of the heat exchanger tubes.

try to replace the thermo sensor it is located on the left side of tghe unit and has 3 wires running to it.

Check the control circuit, specifically the pressure switch, for continuity with an ohm meter....any reading over 2 ohms needs to be investigated

Sounds like the internal bypass located in the manifold for the water intake and exhaust lines has worn out or broke. Hayward sells parts to replace it. It is a lot cheaper than replacing the heat exchanger.
