Remove all of the racks and drawer from the freezer, take the back wall off from the inside of the freezer, defrost limiter/thermostat will be attached to the evaporator near the top, it will be a metal cylinder with two wires coming out of it. It opens on warm and closes on cold

The problem is the drain tube in the bottom of the freezer is blocked. Either that or the defrost thermostat is bad. It has to be one of the two. I would try unblocking the drain first. Since it is free. And won't cost you anything. Both problems are very common on this model.

First you need to understand if problem is defrost or temperature control. Perform defrost manually by leaving fridge power off overnight. If the problem disappears for a couple of days, then test defrost system otherwise troubleshoot defrost control:

Defrost Heater
Access the part, disconnect wiring and use a multimeter set on impedance to read Ohms at heater. A good heater will read a relatively low impedance. If the heater shows infinity replace it. Here an example of repair.
THERMOSTAT-BI-METAL 620
Read impedance as with heater. GE thermostats read about 16 KOhms. If thermostat is open replace it.
THERMODISC(FUSE-M) 621in diagram
It is a fuse, hence it will read zero impedance. If fuse is open replace it.

This should read low impedance (about zero Ohms) when cold, it opens at 40 degrees or so reading infinity at the multimeter.

Tested energizing and checking if it works.
Temperature Sensor-241 in diag
Main Control Board-801 in diag
Contacts can be tested veryifing that there is continuity between circuit points and between sides of solder joints. The part is difficult to test in full.
Have also a look at the condenser fan. Check if motor is working.
