If it does it at all speeds, I would look at the controller. Loose plug or contact inside it. If it does it only in low speeds or only high, replace the resistor, behind the blower.
You might be low on freon if not compressor going bad to see if your compressor is going on and off turn on a/c on max have some one hold gas peddle down around 1500 rpm or just at a small fast idleif compressor goes on and off recharge it most likely one or two cans will be enough
low charge or too high of a charge.
the low side should read 25 to45 psi at idle.
But, if the a/c behaves this way, there might be a restriction in the orifice tube near the firewall
Did you change the Receiver/ Drier and the Orfice Tube/ Expansion Valve? The Receiver/ Drier takes moisture out of the system and the Orfice Tube/ Expansion Valve controls the Hot/ Cold air. If that is bad it may not be opening or closing fully which would not let your A/C get as cool as it supposed to.
Either in the condensor end of hoses or receiver dryer end of hoses. If hoses join in a union near dryer by firewall it is usually there between both unions.
a hot coolant system will have preshure so that need to be relived, but is you dont mind burns it is ok to do hot, and ther is no problem doing this in cold weather.

Between the alternator and A/C compressor, on the top. The other thermostat with vent holes goes toward the rear of the engine.

You have to remove the main serpentine belt first. this is done with a 15mm wrench put on the tensioner. then from the bottom you can get to the a/c belt tensioner. install a 3/8 ratchet on it and remove tension from belt. I find the only way to get belt on and off is too slip it off the tensioner then off the backside of crank pulley then slide off of a/c compressor then install new belt onto the crank letting it fall off the backside run belt around compressor tensioner then work around crank pulley
