It can be. Some modern machines pride themselves on low water usage.
It's usually a bad sign if the water level is too high.
If clothes are not actually getting washed, or powder is not dissolving, check input filters by undoing hoses. The filters are just pushed into the inlet ports. Hot usually gets blocked first - so check water levels of a hot wash (90) compared to a cool wash (40) They should be the same.
