Remove the head and vacuum all the dust and paper bits, top and bottom. There is a sensor in there that is looking for a sheet of paper. When you turn it on, it thinks it has found it. While you are at it, oil the blades.
Unjamming the shredder is sometimes complicated by what was put thru in the first place. Run the shredder in reverse to pull out the offending material. If there remains parts of the debris still obstructing the blades, run it forwards then backwards several times (like rocking a car out of mud) If you need to remove the debris manually, UNPLUG the shredder first even though it has a safety catch when it sits on its bin.
Take the shredder off of its bin, turn upside down, make sure it is unplugged, and pull any pieces of shredded paper out of the shredder teeth, If the reverse mode did not unjam it then you might try opening it, by the inside of the shredder, and unjamming it that way, may I add that there is a sticker covering one of the screw holes that will say "if removed warranty is not good anymore".
