First try and run diags Hold Fn Key while pressing power button, and see if you get a failure running diagnostics.;
If diags will not run, then remove HDD, and boot to the resource CD and see if diags will run there.
If diags pass, try booting to the XP CD, press R at the 1st prompt to enter Recovery console, and run CHKDSK /P then reboot and see if you can get to the OS.
If you can't get to recovery console or if you get a diagnostic failure on the Hard Drive, then you will need to replace the hard drive (around $100)

Hi it seems that your Operating System is corrupted, I can give you a link of step by step ways on how to recover it because for sure you got tons of important stuff saved in your computer but you would need you Operating System CD to do this step, but theres still a way for you to find out if "Repair your computer" is present in " Windows Advance Option,how? Just restart your computer and during its booting process , keep tapping on F8 until you will see the "Windows Advance Option" where you can find " Repair you computer" (Note: Sometimes its not there as your option, if that happens you will have no choice but to use your Operating Disc) then you would need this link as your guide... I hope this will help. (-_-)

How do you reformat the hard drive on a dell inspiron 6400 with vista

Asuming you have the Vista DVD and the correct installation key... Put the DVD into the machine and restart or turn the machine on. It should try to boot fro the DVD drive. If it does not then you will have to go into the BIOS and set the boot order to DVD drive 1st.

There also may be a chance it is booting to a menu that asks you what you want to boot to. Choose DVD drive.
