These red leds(also know as the red ring of death or RROD) around the power button is a way for the xbox to tell you that something is wrong. Different combinations usually have to do with different errors. I recommend that you send it to a repair shop or back to microsoft if the warranty is still good. Don't forget to give them any relevant information and which leds were flashing. Also an error code would help them alot.
You have what is called the "red ring of death." This was a huge problem with the 360 when they first came out. Essentially, your box overheated and died. If it is still under warranty, you can call support and tell them what the problem is and they will most likely replace it. Otherwise, it's time for a new box. Sorry
It's called the RROD or the Red Ring Of Death. Typically, it's from your 360 over-heating. You have a couple of options open to you: 1) Send it in to Microsoft and have them fix it; which will take a month or 2 for them to do, 2) pay someone who knows what they are doing to fix it for you, 3) go to ebay, by the parts to fix it and then attempt to fix it. If you are not sure about what you're doing or how to go about doing it, then I suggest you don't try it. There are several YOU TUBE videos on how to fix it. Alot of them are just ****. Some are legitimate ways to fix this problem. Firstly, do not actually bake your mainboard in the oven. That's absolutely insane. Also, do not try the "towel trick". It's a good way to permanently ruin your board and is dangerous because you could cause a fire to start.

Your switch is under the lens on the right hans\d side when looking from the front of the camera . It has three positions :
Camera (on position for recording), off(in the middle), and play(on position for playing back your tapes)
Press the MENU/SELECT button
on the remote control to show the
on-screen menu.
Press the CURSOR RING
RIGHT to enter the PICTURE menu.
Press the CURSOR RING
DOWN repeatedly until CONVERGENCE
is selected.
Press the CURSOR RING
RIGHT to enter the CONVERGENCE
menu.
Press the CURSOR RING
RIGHT to enter CONVERGE RED
mode.
Press the CURSOR RING
LEFT, RIGHT, UP, or DOWN to
adjust the cross image until the color
outline around it is gone.
Press the STATUS/EXIT button
to exit the menu from the screen.
Is the whole ring red or just 3/4 of it. If the whole ring around the start button is red, then you A/V Cable(the one that go to the TV) is not plugged in properly. If only 3/4 of the ring is red, then yes you are covered under warranty through Microsoft. Here is the Microsoft repair center number 1-800-469-9269
If the XBOX 360 is blinking the color RED in three of the four quarter of the ring around the power button, you will have to contact Microsoft for a replacement. This is what is known as "Red Ring of Death." You can find plenty of information on it if you Google it.
