you may consider an add-on issue since it occurs on every site you view. Type: chrome://extensions/ in the address bar and hit Enter. Disable or delete the unknown add-ons that you do not need. It would be helpful to know your browser, but here goes...
1) Open the control panel and go to uninstall a program (or Add Remove Programs). Find Ask Tool Bar AND Ask Toolbar updater and uninstall them. While in the uninstall section, look for any mention of ASK among the publishers. You may have to uninstall any such you find, particularly if these two uninstalls do not fix the problem.
2) As the browser you are using has installed extensions and changed the home page, you have to get rid of the extension and change the home page. In IE, click the gear icon or select Tools from the menu (XP). Pick Toolbars and extensions. Go to Manage Add-ins. Disable those associated with Ask individually by right clicking on them and chosing disable. In Chrome, you would be going to Tools and Extensions, similarly. You have to change the default search engine back to Google by going into Settings in Chrome. In Firefox, you click on Tools and select Add-ons, get Add-ons, and select SearchReset from the list and install it.
3) Run an adaware clearner to remove any residual registry settings. Pick one from a site you have confidence in.
it all depends on what browser your using. in Chrome you click the 3 bars top right hand side then click settings you will see a heading ON STARTUP click Open a specific page or set of pages and then click on the SET PAGES type in www.google.co.uk and press ok
