The padlock symbol on your Hoover washing machine indicates that the child lock feature is activated. This feature is designed to prevent children from accidentally starting the machine or changing the cycle during operation. If the padlock symbol is displayed but the padlock is not locked, it's possible that there's a malfunction with the child lock system.
To resolve this issue, try pressing and holding the "Start/Pause" button for several seconds until the padlock symbol disappears. If this doesn't work, try unplugging the machine from the power source for a few minutes and then plugging it back in. This may reset the machine and allow you to deactivate the child lock.

CL usually indicates that the Child Lock (control panel lock) has been enabled. This is useful when you clean the control panel. It also keeps someone from accidentally starting the dryer with a pet or another child in the dryer.
This is toggled on and off by pressing and holding two buttons. There is usually a line between the buttons with a padlock symbol in the middle or above that line. The phrase Control Lock or To Lock Control will be below the line. The symbol and text will be in a small font.
On some GE dryers, press and hold the Extended Tumble and - buttons for 3+ seconds. The CL indicator should flash while you unlock the control panel and then go off when you've held the buttons for sufficiently long. Note: if you hold the buttons for too long, you will re-enable the lock.

A likely combination is the Select and Option buttons. These should be held together for 10+ seconds. (This is the combination for some Affinity washers.)

It can be the control panel that is not switching the main motor to spin or the functions to start off. But it is most required that you MUST trace and check the main power line to confirm if this is related to the program unit.
Your machine may have a feature called wrinkle guard or wrinkle shield, which basically keeps tumbling the clothes without heat to prevent wrinkles from setting in. Turn that feature off and see if that does the trick.
the only way i know of this is pull the plug out the wall socket then take the lid off the dryer and look down inside to were the door lock is fitted you should see a pull cable that unlocks the door give it a tug and the door should pop open? we hope???
